The Temporarily Uninsured - Most people are uninsured for relatively short periods of time,
usually as a result of job transition. The federal government estimates that about 45 percent are uninsured for six months or less. What this group needs is the ability to get temporary affordable health insurance coverage until they start a new job. Workers Facing Tax Discrimination - Federal tax policy discriminates against people who buy their own coverage in the individual health insurance market. Employers get a tax deduction for
whatever they spend on coverage, and employees receive a tax exclusion (i.e., not considered
income) for the employer contribution. When an individual buys an affordable health insurance plan he does not have this tax benefit.
Not Everyone Can Afford Affordable Health Insurance
Low-income Individuals - Income is one of the most important predictors of who has
affordable health insurance coverage and who doesn't. in the United States the Census Bureau estimates that for those with incomes less that $25,000, 24.4 percent are uninsured while only 14.1 percent of those with incomes between $50,000 and $75,000 are uninsured; and only 8.5 percent of those with incomes above $75,000. We need affordable health insurance for the 24.4 present who make les than $25,000. It is this group of sometimes unemployed individuals that are falling through the cracks when it comes to affordable health insurance.
Affordable Health Insurance Is Important For The Masses
We need affordable health insurance for the "Invincibles" - Certain advocates imply
that the uninsured population in the United States is made up of older people with medical conditions. In fact, the majority of the uninsured are young and, not coincidentally, healthy. According to the Census Bureau 30.6 percent of the uninsured are between 18 and 24 years old, and another 26.4 percent are between 25 and 34. By contrast, only 14.6 percent of the
uninsured are between 45 and 64 -a 20-year spread, and virtually everyone is insured once
they turn 65. So why are so many in this group uninsured? They tend to have lower incomes and are unwilling to spend much for coverage, which is why we need affordable health insurance.
